Singapore Customs Clearance

Service Image

A single documentation error can hold your cargo at port for days. The wrong HS code, a missing TradeNet permit, or an incorrect invoice value all cost time and money that compound the longer they sit unresolved.

SW Logistics has been navigating Singapore Customs and regional compliance requirements for over 25 years. Our team handles import and export declarations, bonded permits, dangerous goods declarations, and pre-clearance consultation, with the precision and speed that comes from doing this every day across Intra-Asia and Middle East trade lanes.

Customs Clearance Services We Offer

Import & Export Declarations (TradeNet)
All cargo entering or leaving Singapore requires a TradeNet permit. We manage the full declaration process: HS code classification, valuation, origin documentation, and permit submission through Singapore Customs' TradeNet system, with real-time status updates so you know the moment your permit is approved.

  • Ordinary import and export permits
  • In-payment and in-transit permits
  • GST-suspended and zero-rated permits
  • Transshipment permits

Bonded Permits & Controlled Goods
Luxury goods, alcohol, tobacco, dutiable items, and certain electronics require bonded handling and specific permit types. We're experienced with Singapore Customs' requirements for excise goods, free trade zone (FTZ) operations, and zero-GST warehouse declarations.

Dangerous Goods Declarations
Hazardous materials require precise declarations under the relevant IMO or IATA classifications. Errors in DG declarations aren't just costly, they're a safety and compliance risk. Our team handles Class 1–9 classifications for both sea and air, coordinates with terminal operators, and ensures your DG documentation meets carrier and port authority requirements.

Certificate of Origin (CO)
We prepare and apply for Certificates of Origin through the relevant issuing bodies — including SBF, SICC, and SMF for non-preferential (ordinary) COs covering general trade and customs requirements at destination. Where shipments qualify under ASEAN (AFTA) or Singapore's bilateral/regional FTAs, we also handle preferential origin documentation — Preferential CO, Approved/Certified Exporter declarations, or self-certification — to help your buyers reduce import duties.

Customs Consultation & Pre-Clearance Support
Not sure how your goods will be classified? Expecting a customs query on an unusual shipment? We offer pre-clearance consultation to flag issues before your cargo arrives, so you're not problem-solving at port under time pressure.

What Goes Wrong (and What It Costs You)

Most customs delays aren't caused by deliberate violations. They're caused by small errors that could have been caught before submission.

Error Consequence
Wrong HS code Wrong duty rate, cargo held pending reassessment
Mismatched invoice values Customs query, leading to inspection
Missing Certificate of Origin Buyer pays full duty instead of preferential FTA rate
Incorrect DG classification Terminal refuses cargo, emergency documentation resubmission

We review every declaration before submission. It's a step that takes minutes and saves days.

Singapore Customs: What You Need to Know

Singapore operates one of the most efficient customs regimes in the world, but that efficiency comes with strict compliance requirements.

  • All shipments require a TradeNet permit. There is no de minimis exemption for commercial goods.
  • GST applies on import at the prevailing rate, with specific exemptions for qualifying re-exports and zero-GST warehousing.
  • Controlled goods (pharmaceuticals, chemicals, food products, electronics) require additional licences or approvals before permits can be filed.
  • Penalties for non-compliance include fines, seizure, and in serious cases, prosecution.

Our team stays current with Singapore Customs circulars, MAS requirements, and regional regulatory changes, so your declarations stay compliant even as rules evolve.
